Romania work permits 2025 - 100,000 for Non-EU Migrants in 2025

Government Decision on Non-EU Work Permits 2025

Bucharest, January 2025 — The Romanian government has officially approved a quota of 100,000 new work permits for non-EU nationals in 2025, maintaining the same limit as in 2024. The decision was formalized through Government Decision no. 10/2025, published in the Official Gazette on January 16, 2025.

The work permit quota applies to both:

  • Permanent employment (full-time, long-term contracts)
  • Secondment (workers temporarily posted by foreign employers)

Why It Matters

This decision reflects Romania’s continued reliance on foreign labor, especially in:

  • Construction
  • Hospitality & Food Services
  • Logistics & Transportation
  • Manufacturing
  • Agriculture

With increasing emigration of Romanian workers to Western Europe and a declining birth rate, many sectors are struggling to fill vacancies. The 100,000 quota provides a legal path for non-EU citizens to enter and work in Romania.

Who Can Apply?

The permits are available to non-EU nationals, including but not limited to citizens of:

  • Nepal
  • Bangladesh
  • Sri Lanka
  • India
  • Philippines
  • Pakistan
  • Egypt
  • Vietnam
  • Moldova
  • Ukraine (outside temporary protection framework)

Employers must demonstrate:

  • An available job opening
  • Inability to fill the position locally
  • A legal contract and appropriate working conditions

Key Numbers

According to ANOFM data and Ministry of Labor reports:

  • In 2024, over 87,000 of the 100,000 permits were used
  • The top sectors were construction (35%) and hospitality (22%)
  • Romania now has over 160,000 foreign workers legally employed as of late 2024
  • 2025 is expected to exceed last year’s utilization due to simplified processing and digital applications

Migration Policy Context

Romania aligns with broader EU goals of controlled legal migration and economic stabilization. The work permit quota:

  • Helps curb informal labor
  • Provides legal rights and protections for foreign workers
  • Encourages long-term settlement and integration
