EU Proposes to Extend Temporary Protection for Ukrainian Refugees Until March 2027
Brussels, June 2025 — The European Commission has officially proposed to extend the temporary protection status for Ukrainian refugees by one more year, until March 4, 2027. This decision would apply to over 4.25 million people who fled Ukraine after Russia’s invasion in 2022 and are currently hosted across the EU.

What Is Temporary Protection?
Temporary protection is a legal framework adopted by the European Union to respond quickly to mass displacement, bypassing the longer asylum process. It provides:
- Legal stay in the EU without applying for asylum
- Access to employment, housing, healthcare, and education
- Freedom of movement within EU Member States (with some limitations)
- Simplified administrative procedures and protections for vulnerable groups
This system was activated for the first time in March 2022 following the start of the war in Ukraine.
What the 2027 Extension Means
If adopted, the new deadline of March 4, 2027 would automatically extend the stay and rights of current beneficiaries in all EU Member States, including Romania.
For those already under protection:
- No need to reapply — extension is automatic
- Continued access to public services, job markets, and social support
- Families with children in school or individuals employed legally can maintain their status without interruption
Situation in Romania
Romania currently hosts tens of thousands of Ukrainians under temporary protection. The government has enabled fast access to:
- Personal identification numbers (CNPs)
- Emergency accommodation
- Free public education for minors
- Employment without a work permit
This EU extension would allow continuity of rights and reduce legal uncertainty for refugees and for the institutions supporting them.
What Happens Next?
The proposal must now be approved by the Council of the European Union, expected later in 2025. Once confirmed, it becomes legally binding across all Member States.
The European Commission also urges countries to prepare long-term integration paths, including:
- Residency permits beyond 2027
- Access to language education and professional training
- Mental health support for displaced populations
